Preheat oven to 350 degrees. In a wet measuring cup (the glass kind, or a small bowl) mix together the oil, water and eggs until it's all combined (well as best as possible.)

In the bowl of a stand mixer (or in a mixing bowl) combine the flour, sugar, baking powder, baking soda, salt, cinnamon and nutmeg.

Once this mixture is well-combined, run the mixer on slow and gently pour in the wet mixture until all is combined. Fold in the apples, pecans and raisins.

Spread the mixture evenly into a 9x13 pan that has been sprayed with non-stick spray (or use butter). Bake for one hour at 350 degrees.
